MYSTERIES FROM THE GRAVE  Cemetery Walk  9/29/2024 HAS NOW COMPLETED    DONE AT 1:00 PM AND AGAIN AT 3:00 PM  Burlington Cemetery 701 Browns Lake Drive, Burlington, Wisconsin  The Narrators, Actors, and Actresses unraveled some of history's mysteries that have been hidden in our cemetery.  An unmarked grave...unknown and unnamed.  Who was this infant and why had she been left here? Explore the story of Ellen Hyde Percival, infant daughter of William Thomas Percival and Martha Cook Birrell Percival, whose grave site was recently discovered.  We heard the story of her family's travels from New Zealand to California in June of 1923.  What caused them to stop in Burlington, eventually leaving behind their infant daughter's body in the care of strangers? After much research, you will learn what happened to her family and see her final resting place in Burlington Cemetery.

The area where the Mormons lived under Strang was called VOREE. It was an unincorporated community in the Town of Spring Prairie in Walworth County, Wisconsin.  It is best known as the headquarters of the Church of Jesus Christ of Latter Day Saints (Strangite)  According to James Strang it means "Garden of Peace".  The community is situated along former Wi. Highway 11, just west of the Racine County Line.

VOLUNTEERS

It would be very difficult to arrive at the number of hours and probable dollar value for all the volunteer work that has been done since the early 1840s to present day. If you go to Button 23 your will see a list of the prior officers who have volunteered a great deal of time to keep the cemetery operating. If you go to Button 10 you will see the current persons list for board members and contacts.  If you want to see the results of some of the volunteer work you can go to Buttons 38 and 44 and then scroll down. This primarily involves the stones, monuments and plantings, and involves new roads and the chapel remodeling.  Buttons 41 to 43 can also be reviewed without scrolling from another Button.

The city and town and various charitable organizations have been very much involved in the need to keep the cemetery a place for persons to spend time thinking about the people that are related to them in some way and are now in heaven.

The Whispers group which has ties to the Donald Vande Sand Historical Research Center has put on late year cemetery walks which involved learning about people buried there that were important to the progress of Burlington in some way. There are several Buttons for pictures related to those walks.   All of the people  portrayed were prior volunteers as officers or as just concerned citizens of the City or Town and not only spent time on cemetery activity, but also on making BURLINGTON City and Town a  better place to live.  Button 49  has a list of the recent donations related to the ROADS and the CHAPEL, which have both been improved in the last 4 years appreciably due to those donations. Along with money from the City and Town for roads. If you haven't driven through the cemetery for a while, maybe it would be something to think about.  Throughout the webpage there are ANGELS that have been very involved in Cemetery operations.  We know there are more but really cannot display the many. By the way, this webpage is currently being kept up by Paul B. Edwards and some of the pictures and data are from his portfolio and his thoughts. THERE MAY BE BURIAL INFORMATION IF AVAILABLE INCLUDING IF POSSIBLE DECISIONS       ON FULL BURIALS VERSUS CREMAINS BURIALS.  BURIAL SITE DESCRIPTIONS ARE SPACE 1, 2, 3, 4, AND       5.  FOR DEEDS THE SPACES ARE IDENTIFIED ALSO USING THE NORTH LINE AS THE STARTING LINE.           THERE IS A SEPARATE CHARTING FOR THE LEGAL DESCRIPTIONS.  EXAMPLE:  IF 3 SPACES ARE                   PURCHASED STARTING WITH 1 THEN THE LEGAL DESCRIPTION WOULD BE THE NORTH 12 AS EACH            SPACE IS 4 FEET WIDE.  IF SPACES 3, 4 AND 5 WERE PURCHASED THEN THE LEGAL DESCRIPTION WOULD BE SOUTH 12 BELOW THE NORTH 8.

EACH SPACE CAN HAVE ONE FULL BURIAL, AND ONE CREMAINS BURIAL AT THE FOOT OF THE FULL           BURIAL OR ON TOP OF THE FULL BURIAL. THE SPACE CAN ALSO BE USED FOR TWO CREMAINS BURIALS. 

EACH STANDARD LOT SHOULD HAVE 5 SPACES.  EACH SPACE NORMALLY BEING 4 FT BY 12 FT WITH 2 FT    OF THE 12 FOOT FOR HEADSTONE.  HEADSTONES SHOULD BE PLACED AT THE WEST END OF THE SPACE  FACING EAST.  BURIALS ARE NORMALLY WEST TO EAST.  SOME LOT MONUMENTS IN THE OLDER PART OF THE  CEMETERY ARE FACING DIFFERENTLY.

MINIMUM VAULT SIZE IS 33 ½” WIDE BY 92” IN LENGTH.  MAXIMUM EXTERIOR VAULT SIZE NOT TO              EXCEED 40" WIDE BY 96" IN LENGTH.

LOT SALES:   OUR CURRENT SALES PERSON WILL PROVIDE THE LOT  COST AND BUYER'S INFORMATION.  THE TREASURER WILL SEND AN INVOICE TO THE PROSPECTIVE BUYER.  AFTER PAYMENT IS RECEIVED    THE TREASURER WILL MARK THE INVOICE AS PAID.  THEN A DEED AND PERPETUAL CARE AGREEMENT  WILL BE DELIVERED TO THE BUYER.  (SEE RULES BELOW FOR PERPETUAL CARE DEFINITION WHICH        DOES NOT INCLUDE THE MONUMENTS)  THE FUNERAL HOME WILL PROVIDE EITHER THE BURIAL              DISPOSITION PERMIT OR CREMAINS PERMIT.

   

IN ORDER FOR A BURIAL TO TAKE PLACE THE HOLE MUST BE PREPARED, THEN REFILLED,                            GRADED ADDING NEW DIRT, AND FINALLY  SEEDED. THEN EACH SPACE HAS TO BE MAINTAINED ALONG  WITH ROADS, BUILDINGS, TREES, SIGNS, SITE CLEAN UP, AND FENCES. COST RECOVERY FOR THIS               IS FROM VARIOUS CHARGES AS IDENTIFIED IN THE PRICE LIST INCLUDED IN THIS WEB SITE AND ON       INFORMATION BOARDS TO THE TWO MAIN ENTRANCES TO THE CEMETERY. DONATIONS ARE                        WELCOMED AND GO TO MAINTENANCE CARE FUNDS TO EARN INCOME WHICH IS THEN USED FOR              CONTINUING MAINTENANCE. THE DONATION CAN ALSO BE FOR A SPECIFIC PURPOSE IF ACCEPTED          BY THE CURRENT BOARD.  INCOME EARNED IN THE PERPETUAL CARE FUND IS                                                  TRANSFERRED TO THE MAINTENANCE FUND PERIODICALLY.

DISBURSEMENTS:   THE TREASURER MUST APPROVE ALL NORMAL DISBURSEMENTS, WITH MAJOR              DISBURSEMENTS APPROVED BY THE BOARD OF DIRECTORS. AND  CITY  AND TOWN  PERSONNEL FOR SOME LARGER EXPENDITURES ALTHOUGHT THAT  IS CURRENTLY BEING NEGOTIATED FOR $ LIMITS.

This is too powerful, and memorable  to be omitted until Winter,  and we must leave  it in for the entire year.  And the season will come back at some point, but the feeling one gets viewing it and thinking about those that have ascended is tremendous.

At this point there are over 250,000 Peace Poles throughout the world. They can be purchased on the internet-May Peace Prevail  on Earth  or make your own.

What does planting peace look like?  Jesus’ life on earth and three-year ministry was a process of planting seeds of peace.  During Jesus’ peace planting there was Roman occupation, poverty, sickness, and the death penalty of the day was crucifixion. There were also times of joy, comfort, community, and resurrection.  But through all of it is the presence of God.  If peace is something we create between us and our relationship with God, then it is something no one or life circumstances can take away from us.

 SPACE SALES -                                 $ 1,000.00 per space (Normally 5 spaces in each Lot)

                     Allocated as:                      Space -                            $ 850.00

                                                                Perpetual Care -             $ 150.00 only the income earned can be used for normal cemetery                                                                                                                           maintenance and other costs. 

INFANT SPACE SALES IN BLOCK 16 - $ 125.00 –this applies to single interments in a smaller space (2’ by 2 1.2’), solely in       the infant section of Block 16. There can only be an in ground monument at the west end of space. See MONUMENT RULES         in the Rules and Regulations Listing.

   

FULL BURIAL PERMITS - $ 1020.00

           

CREMAINS BURIAL PERMITS - $ 800.00

            Charge is per burial regardless of location e.g. two cremains in one space.

CREMAINS INSIDE A MONUMENT OR CASKET - $300.00

            Limit of one full and one cremains OR two cremains per space still apply

            If cremains inside a casket, this fee is in addition to the full burial fee.

INFANT BURIAL (FULL or CREMAINS) PERMITS - $ 300.00

            Only applies to infants buried in the Block 16 infant section

WEEKEND BURIAL CHARGES

    Saturday burial - $ 240.00 extra

    Sunday burial - $ 360.00 extra

    Holiday burial - $ 420.00 extra  (See at bottom for list)

WINTER BURIAL CHARGE - $ 300.00 extra

            For all burials between Nov 1st to March 31st... This fee could be higher 

            depending on the amount of snow to remove and/or frost conditions which

            are both related to day of burial and type of burial.

$ 600.00 Deposit for each cremains removed, but if the cost exceeds that amount family would be invoiced for balance due.  No        refunds.   Cremains removed, stored and returned to accompany another burial has no fee at this time. In some cases removal is to clean up or shine up and then re-insert, or to move to another location and that has the above cost. 

    State and local regulations apply, and other costs incurred by the family would be paid directly to the provider. Deposits were            determined based on prior average costs related to exhumations.

New Year's Day- 1/1, Martin Luther King Day- 3rd Monday in January, Good Friday and Easter, Memorial Day- last Monday in May, Independence Day- 7/4, Labor Day- 1st Monday in September, The Sextant's Birthday-October 15.

Veterans Day- November 11, Thanksgiving day- 4th Thursday in November and day after, Christmas Day- December 25.                    Some dates in a particular year may be different as some holidays are not specific dated but like 3rd Monday in month and so on.

STONES FOR OLD BURIALS WITH NO FAMILY AROUND TO CLEAN THEM NEED TO USE  WET AND FORGET,  AND EVEN THOUGH THEY SAY DO NOT HAVE TO BRUSH IT,  IS GOOD TO DO SOME.   UNFORTUNATELY, THERE ARE MANY OF THESE MONUMENTS IN NEED. WE ARE TRYING TO MAKE THEM AT LEAST LEGIBLE.

As the cemetery has animals that are more Abundant it also has ants that are more Abundant. So thought maybe this was appropriate to pay them homage.

In Wisconsin, state law permits you to place cremated remains in a grave, niche, or crypt-or to dispose of them in "any other lawful manner" as long as the remains have been reduced to a particle size of one-eight of an inch or less. Wisconsin state law does not restrict how or where you may scatter ashes. A local law may be more prohibitive. And federal law requires you have a permit from the state agency regulating a river or lake area prior to dumping ashes.  And federal law does not prohibit dumping from an airplane as long as it is only the ashes being dumped.

Cranes are cemetery habitants, they gallivant all over the cemetery, but really like the vacant land. It appears they think it is a restaurant.  I know our sextant has been observant and seen them many times. PBE Accountant.

We want to recognize Delsie Jeannie Everett as a prior Burlington Cemetery Association member and for volunteer work and donations over the years. 

She is certainly in heaven and probably now helping God with the gardening. 10/14/1939 to 9/14/2022

THE OLD CEMETERY ON THE VERY EASTERN SIDE OF THE MAIN CEMETERY. CAN BE SEEN FROM LAKE STREET SIDE, BUT ENTRANCE IS UP THE ROAD AREA SHOWN IN THE PICTURE WITH ACCESS FROM THE NORTHERN MOST ENTRANCE ON BROWNS LAKE DRIVE.  THE EARLIEST RECORD OF BIRTHS FOR SOMEONE BURIED THERE IS 1814 AND THE LATEST APPEARS TO BE 1927.  THERE ARE BURIALS IN THE MAIN CEMETERY DATING TO THE LATE 1839S. AT SOME POINT THE ROADS WILL BE MADE INTO REAL ROADS NOT GRASS CUT ROADS, SOME OF THE WOODS WOUL D BE CLEARED AND POSSIBLY MONUMENTS DOWN OR SEMI BURIED WILL BE RECOVERED TO THEIR NORMAL POSITION.  DONATIONS TOWARD THAT EFFORT WOULD BE GLADLY ACCEPTED.

THIS is here to show the first step and the donations that were received so we could continue to remodel the chapel. Observe the later pictures and information as to what has been done so far.  Left this in so you can see the full time frame from start to finish. And we are not done yet with everything needed.  it should be open on October 8, 2023 FROM 1 to 3 for The cemetery walk for "burlington's Early influencers." Pliny Perkins, Eda Meinhardt, DR. Edward GELISHA DYER, nettie KarCher and elias nelson white and the white mausoleum.
   

OUR chapel is on the list of HISTORICAL buildings,          but has been desperately IN need OF restoration. please consider a donation for THIS PURPOSE. A group of volunteers is currently working on restoration        arrangements. we do need funds to help with that.        THE CURRENT BID TO IMPROVE THE CHAPEL was                        $115,000+ WHICH is WHAT WE NEEDed FROM SOME GENEROUS

DONORS. WE Did get A $75,000 donation FROM the              wagner foundation INC SO FAR, and some smaller            donations totaling $5,165. 90% of the RESTORATION therefor has been accomplished. we have  received $22,500 from rotary rescue squad fund and ALSO $ 17,500 from burlington community fund, inc. we will still neED some ADditional funds for inside needs & decorationS.

BCA President Bev Gill starts the ceremony with thank you to donors, and construction personnel, and then historical remembrances. She then turned it over to the Minister (below) who gave us a short ministerial discussion and a prayer.

Burlington Cemetery Association, Inc.      Meeting Date July 9, 2024    5:00 P.M.  Burlington Cemetery Chapel

The Meeting of Board was called to order at 5:02 pm by President Beverly Gill with the following members in attendance:  Michelle Blink, Paul Edwards, Kim Blink, Bill Milatz, Jim Schaal, Drew Storey, Robert Koenecke, Bill Smitz and Russ Egan

Excused: Ann Beardsley

Minutes – Previous meeting minutes were not available, will presented at next meeting.

Financial Report/Budget – Paul Edwards presented.  Bank statements were not available when data was prepared for meeting but pr

Old Business:

Chapel Lease – Sub-committee met prior to this board meeting, attorney will prepare and send overdraft for review.  Bill Milatz further reported that the bronze plaque with inscription for chapel has not been ordered; proposed April 2022.  This was to be a donation from Mark Caliva and Bob Riggs, Bill will reach out to the parties to obtain a suitable plaque.

Review of Proposed City/Town Amendment – discussion was held with both municipality reps contributing information, slight modifications.  A motion by Bill Smitz seconded by Russ Egan was made to forward with modifications to municipalities.  Bill Smitz had to depart the meeting at 6:22 pm. 

New Business:

Memorial Donation – a generous donation in memory of Joyce Vorpagel was recognized.

Consider permitting single above ground monument (headstone) containing cremains for three individuals-Discussion was held, the monument will not be a problem as long as it complies to existing size restrictions.  However, our rules limit the number of cremains to a single space to two.  The purchaser can purchase 2 spaces to accommodate up to 4 cremains. Motion to deny by Drew Storey seconded by Bill Milatz.  Michelle Blink will advise monument company.

Sexton Report – Jim said the well pump has been replaced by licensed plumber, would like to get old one rebuilt at a cost of $200 so there is a spare, motion by Jim Schaal seconded by Robert Koenecke to expend up to $200 to rebuild pump. 

Jim brought up the water drainage issue near the garage, he will obtain a proposal from Wanasek, to dig a test hole to determine soil type/potential drainage and bring to next meeting.

Bev commented that there are 18 trees that have been planted in the last 3-5 years, it appears none of them have survived.

Jim further indicated the Eagle Scout project will not be proceeding.

Jim further reported he has hired a part-time employee to add to the cemetery staff to cover times when he is unavailable, he will prepare a job description.

Other Business:

Cemetery Fees – Will be reviewed annually at January meeting and adjusted accordingly.

Next meeting of the Cemetery Board  will be held on September 10, 2024 at 5 pm at the Town of Burlington, 32288 Bushnell Rd, Burlington, WI   53105.   Adjourned at 7:04 pm with a motion by Bill MIlatz, seconded by Jim Schaal.

At Church during this Easter time,  we all were asked to pick a silver paper star with a word inserted in the middle of it.  We were then asked to live out, for the coming year, what that word and all the like words would mean to us.   MY WORD WAS "ADOPT"

Embrace, Acquire, Take on, Affect, Espouse, Assume, Appropriate, Arrogate, Approve, Endorse, Agree to, Consent to, Accede to, Accept, Ratify, Validate, Rubber stamp, Sanction, Support, Back, Vote for.  Give something the go head.                                                                         NEW ROADS IN 2022

                                               The roads are now going to be finished in the old cemetery except for a small part of  Evergreen                                                           by the garage.  Water issues.  And  roads completed in 2017 to 2020 will be seal coated. That will leave 

                                               the northern entrance Vorpagel Way and  Serenity Circle.  The future roads from the old cemetery to

                                               the really old cemetery up on the hill east of Serenity Circle will have to be taken care up as we plat                                                     the spacing for the area. This should make things better for the vehicles to move around for burials,

                                               for maintenance, for activities, and general review of monuments. We will constantly endeavor to                                                         keep them in better shape.  It has been good to have the cooperation of the City, the Town and to get 

                                               contributions from The Community Fund and the Wagner Foundation, to help us complete the major                                                 portion of the work.

Our History

In the fall of 1992 at the Burlington Public Library in Burlington, WI, 22 excited people gathered to find out what was transpiring with two ladies that wanted to form a garden club. There was such a tremendous response that Barb Lehn and Susie Quickstad (two newfound friends) just knew their idea was welcomed. After a few organizational meetings, things were off and running. Ladies and gentlemen alike were having fun sharing ideas and learning about all sorts of things related to gardening through local authorities.

As our club grew, a truly dedicated Burlingtonite, Judy Stone, approached Barb Lehn about a piece of property that could be more than just "a grassy piece of ground". It could be a re-created garden typical of those found in Burlington in the late 1800s. It was her idea that encouraged The Legacy Garden to take shape.

The Burlington Historical Society welcomed the idea and donated $1,500 toward the project. Barb and Susie went to work to find people that had some landscape experience. Alvin Schvetz of Landscapes, Inc. offered his service to the club. Schvetz estimated the garden's commercial cost at $5,000. and could be implemented in stages. After viewing his plan, members of the club offered other services to make this plan come to life. Jack Schlick, with the encouragement of his wife Pat, wrote a letter to be sent to the businesses of the community to ask for donations for this beautification project. After many businesses donated, we still needed money to complete our goal.

After much thought the idea of a garden walk came to mind and without hesitation, Susie announced it to the newspaper and thus we were committed. On July 11, 1993, 19 of our members worked together to earn $530 after expenses, from the first ever, Burlington Area Garden Walk.

Now all that was missing was a quaint old-fashioned fence to complete the garden. The Standard Press newspaper came to the rescue by writing an article about our garden and that we were on the lookout for a fence to compliment our garden. An anonymous call gave Barb Lehn a tip where there was just the fence we were looking for. After a few long distance calls, we were given permission by Mrs. Clemence Curry, to remove a fence from her summer residence at 30405 Cedar Drive, Browns Lake.

Then there was another long search to find someone with just the right time and talent to restore this aging fence. That person turned out to be Mr. Robert Wollmer of Kansasville. Mr. Wollmer constructed an archway at the garden club's wishes and reconstructed some of the pieces that were too damaged to repair.

Things were coming together and the garden was looking beautiful. On June 26th, 1994, the Burlington Historical Society held an old fashioned ice cream social and unveiled the plaque recognizing the many generous sponsors who helped make the garden a reality and the Burlington Area Garden Club dedicated the garden.

We also have a separate excel worksheet record of the Veterans and their spouses that have been buried

in Burlington Cemetery, or have been commemorated with a marker.  It has names, block number, lot number, space number,  date of purchase, burial date, war and sometimes the branch of service. As of 3/17/2024 we have located 681 veterans and 522 spouses-so far. This is a work in progress.

In box that comes up put in last name.  May have to do this more than once if a name was used in the first name column or some other column. Some of us like to think there is also another bridge "Family Spirit Path Bridge"  and that family members have gone across it down a woods path to their special reserved spaces to wait for the other members of their family, and that their spirits reproduce so that they can be with the different members in  all the different spaces that apply to them. And take their animals with them. And maybe even include close friends in their gatherings.

2023 Charitable Work Done By Volunteers. 

Unfortunately the tennis team was not able to join us as it had in prior years. The volunteers planted hostas behind the chapel, perhaps to make it look better for the October 8 cemetery walk and after.   Pictures and work by Jim Schaal also. We will "Wet and Forget" the monuments near by and they should look better after a couple of good rains.

THRIVENT "Generosity Day" 2019 had a clean up morning in Burlington and various people and groups join in.  The Burlington High School Girls Tennis Team was assigned to the Burlington Cemetery and the 16 plus showed up to dig out grave stone markers that were partially or completely buried. There were at least 30 stones cleaned up and that is very impressive.

Trivent sponsored Burlington High School Girl's Tennis Team came once again in 2020 and worked very hard cleaning monuments, bushes and hauling downed branches.    Three hours of hard labor, and one flower on every grave improved.

Unfortunately due to colder weather the walls could not be painted but that will be done as soon as weather permits. And with a few other improvements including honoring donor's plaque, and history wall plaque, the Chapel should be available for services before or after burial and other types of ceremonies.

ACCEPTING THE NATURE OF IT ALL IS OUR CHALLENGE!

 We saw the beauty of both as they spent time around the cemetery, and then there is the end. 

Unfortunately, it is clear that life and death are part of our being.  It is also clear that survival is part of our nature.  It is also clear that survival of the fittest is predominant in most of our experience.  

The people of the earth today should be more respectful, more understanding, more responsible, more careful with their minds and bodies, more protecting of others, more concerned with what we are doing, what we are saying to or about others, and the effects/affects of what we are doing on other beings, and more loving of what we have been granted, and of others.  

This includes consideration for the other beings on earth whether human or non-human.  Insects, birds and animals, etc.

The three R's should be Respect, Reason, Responsibility.
